Frank Eugene Cowan, a cherished husband, father, and friend, passed away peacefully at his home in Casper, Wyoming, on July 23, 2025, at the age of 81. Born on April 29, 1944, in Vancouver, Washington, Frank's journey through life was marked by love, to family, and a passion for the outdoors. Frank was born the only child of Eugene and Ruth (Jolley) Cowan. Shortly after his birth, his family and him moved to Redwood, California and then at the age of 4, his family had returned to Casper, Wyoming – as this where his grandfather had homesteaded.
Educated at Natrona County High School, from which he graduated in 1962, Frank pursued further studies at Casper College, attaining his welding certification. His education laid the foundation for a successful career that he pursued with passion and determination.
Frank’s professional journey began with his welding job at the Pittsburg Des-Moines Steel Company in Evansville, Wyoming. His career took him to Tacoma Boat Ship Building and Jesse Engineering in Fife, Washington, where he was notably involved in the reconstruction of the dam flood gates on various dams along the Columbia River. His expertise brought him to the Port of Tacoma, where he served as a safety controller. Frank ultimately retired from JW Williams in Casper, Wyoming, in 2011, after a long and fulfilling career that showcased his skill and commitment to his work.
Frank was a man of many interests and hobbies. He found great joy in gardening and was involved for several years with the Natrona County Master Gardeners, and his love for the outdoors extended to fishing trips with his son, memorable kite-flying escapades on the coast of Washington, and family outings to Edness Kimball Wilkins, where he delighted in catching and releasing fish with hand nets with his grandsons. His adventurous spirit was reflected in motorcycle rides when he was younger and trips with his family.
A devoted family man, Frank was married to the love of his life, Susan Cowan, on April 3, 1964, who he met at the Wagon Wheel Roller Skating rink in Mills, Wyoming. Together they raised two children, Russell Cowan and the late Annette Jensen, who brought immeasurable pride and joy into his life. Frank was especially delighted by his grandsons, Duncan and Lukas Cowan. He also shared his home with beloved cats Riddler, Stripes, and Spatz.
Frank's personality shone brightly in his interactions with those around him. Known for his flirtatious and friendly nature, he was outgoing and protective of his family. His willingness to help others extended beyond just his family, demonstrating his caring and generous spirit.
In addition to his many qualities, Frank enjoyed bowling and had a particular fondness for collecting beer steins. His zest for life and his family-oriented disposition made him a beloved figure in the lives of many.
Frank is survived by his son Russell (Carola) Cowan, grandsons Duncan and Lukas Cowan, son-in-law Jeff Jensen, and brother-in-law Dale Launspach. He is preceded in death by his loving wife Sue Cowan, his daughter Annette Jensen, and his parents Eugene and Ruth (Jolley) Cowan.
Frank Eugene Cowan will be remembered for his kindness, adventurous spirit, and the love he shared with those around him. His legacy of family devotion and passion for life will continue to inspire all who knew him.
A Memorial Service for Frank will be held at 2:00pm, Friday, August 1, 2025 at Newcomer Funeral Home.
