Eileen was born in Hays, Kansas, to Ray and Helen Strand. In her early years, her family moved to Casper, Wyoming, where she would build a life filled with love, family, and cherished memories.
It was in Casper that Eileen met the love of her life, Thomas “Tom” Noonan. The two were married on June 3, 1967, beginning a marriage that would span nearly six decades. Together, they were blessed with two beautiful children, Angela Rae Noonan and Matthew Vincent Noonan.
Eileen carried herself with a quiet elegance and class that was unmistakably her own. She had an infectious smile that could brighten a room and a warmth that made people feel loved and welcomed. Family meant everything to Eileen, and she treasured the many nieces, nephews, great-nieces, great-nephews, and great-great-nieces and nephews who brought joy to her life.
Eileen was also deeply loved by Michele Kerr and her boys, as well as Raymond Dowler. Her love extended far beyond family ties, touching the lives of all who were fortunate enough to know her including the staff at Eggington's and the Silver Fox.
Eileen leaves behind her beloved husband, Tom, and a family who will forever carry her memory in their hearts. While her absence leaves an immeasurable void, there is comfort in knowing that she has been reunited with those who went before her—including her beloved children, her parents, and her sister, Nancy.
We imagine Eileen meeting them at the gates of Heaven with that same beautiful, infectious smile she shared with so many throughout her life.
She will be deeply missed, lovingly remembered, and forever cherished.
Eileen's memorial service is scheduled for 2:00 pm on Saturday, October 10, 2026 at Highland Park Community Church, 5725 Highland Dr, Casper, WY 82609 with a reception to follow. Interment will be held at a later date at Oregon Trail State Veterans Cemetery.
In lieu of flowers memorial contributions can be made to Central Wyoming Hospice and Transitions or Highland Park Community Church.
