James Warren “Tim” Monroe, 89, passed away Sunday, May 18 in Casper, Wyoming.
Tim was a loving father and husband, a longtime civic leader, and a former mayor of Casper.
As the District Manager of the Casper office of the Bureau of Land Management, he helped to build the National Historic Trails Interpretive Center. He devoted much of his free time to improving and supporting the Casper community, serving on many local and statewide boards and commissions.
He was a gifted writer and speaker who could inspire, inform, and entertain all at the same time.
Tim was born in Winnemucca, Nevada in 1935. While studying journalism at the University of Utah, he met his future wife, Joanne Lambert. He spent his early career in radio and television, becoming a TV news anchor in Salt Lake City.
Tim and Joanne were married in 1958. In 1965, Tim’s career took the couple to the Washington DC area, where they raised four children, before moving to Casper in 1983.
Tim’s upbeat spirit, sense of humor, and devotion to friends and family live on in the lives of everyone who knew him.
Tim is preceded in death by his parents, Warren “Snowy” Monroe and Mary Johnstone Monroe, and his brother Larry Monroe. He’s survived by his wife Joanne, his sons James, Michael, and Eric, his daughter Mary, and five grandchildren.
The family plans a memorial service on what would have been Tim’s 90th birthday, July 13, 2025 at Highland Park Community Church.
In lieu of flowers, the family encourages donations to the National Historic Trails Interpretive Center Foundation.
